Our state's economy has been rapidly increased since the last 80s 20th century. But it is also inevitably brings many serious resources and environmental problems along with the stellar economic value brought by its rapid increment growth. Environmental pollution is increasing.Rapid growth rate has consumed a large amount of resources,which could be summarized to two points:â‘ our growing eco-environmental problemsâ‘¡gradually steep resources crisis.Mineral ecological restoration and compensation is an essential task in order to use and exploit resources effectively and to protect the ecological environment. Long-term exploitation of mineral resources brought about and left behind a large amount of eco-environmental problems for resource-exhausted cities.We create suitable ecological environment to meet the needs of sustainable development only through restoring these ecological environment.In the mineral ecological restoration and compensation,the cost of restoration impact on the progress of reclamation works directly and the benefits of reclamation projects.The calculation of the cost of land reclamation provides a basis for the analysis of impact of the mining industry and the energy costs,also a basis for the decision-making and financing.Mining eco-environmental restoration started late in China and has not formed a mature legal system and management model yet.The researches of Mining eco-environmental restoration are mainly on the compensation system and reclamation technology.The researches of mining eco-environmental restoration cost are almost blank.First of all,the paper analyses the basic theory of the ecological environment of the mines and introduce the concept and theory of ecological restoration and compensation for mine.And the paper recites current mining environmental issues, and summarizes application and dynamic of ecological restoration and compensation for further research. Through necessary researches,this article finds out that an objective and accurate index system of the cost of ecological restoration for mine is necessary besides the lack of a sound legal system,advanced management mode,technology,and the adequate understanding of the importance of public education and public participation. Mineral ecological restoration and compensation is a comprehensive,integrative and integrated systems engineering.In order to promote the governance for ecological environment of mine effectively,establishing a reasonable and practical index system of the cost of ecological restoration for mine is necessary.The index system can provide data support for the management and decision-making of mining environmental management.This paper starts through influencing factors of the cost of ecological restoration for mine.With abundant reading and analysis based on the literature,this paper sets up an index system of the cost of ecological restoration and compensation for mine which combined with the restoration of example.The whole system is divided into three tiers from high to low.â… -level indicators are the classification of cost caused by different restoration purposes,namely the costs of restoration of woodland and grassland,the costs of the restoration of cultivated land,the costs of the restoration of fishing industry and other cost caused by other purposes.â…¡-level indicators are the costs of various stages of resuming projects broken down by different purposes.â…¢-level indicators are the lowest layer in the index system.They are basic components of the cost of mineral ecological restoration.We can choose the corresponding indexes according to the use which are restored to calculate in the practical application.The cost of mineral ecological restoration will be attained from the sum of the basic indicators which contained in the cost of mineral ecological restoration.In this paper,using the replacement cost method to calculate the cost of ecological restoration for mine.The method use engineering numeration to calculate the cost of natural resource restoration under determinate requisitions according to impact on natural resources which caused by developers in the course of implementation.The method includes earthwork engineering costs,labor costs, energy costs and so on.In the paper,according to the different funding stage,we have separated the cost of ecological restoration for mine into project reclamation fees, biological reclamation fees and other fees.And the calculation method of various costs was expounded concretely.Meanwhile,because the biological reclamation usually undergoes a period of several years to decades,the time factor also must be considered.The cost used in future development has been converted to present value by us according to discount rate.On the other hand,we also briefly addressed the method of calculation of the compensation costs in ecological environment in mining, which involved in the permanent land generated by the mining permanent structures, and the environment can not be restored,that is,the application of environment shadow engineering method to estimate the cost of mineral compensation.The paper analyses influencing factors of generant qualification and amount of the cost.Combining with the status quo of Cuihongshan Tieduo metal mine in Xunke County,Heilongjiang Province and the index system of the cost of ecological restoration for mine which has set up,the author calculates the cost of ecological restoration of Cuihongshan Tieduo metal mine.Eco-environmental restoration cost of Cuihongshan Tieduo metal mine are divided into engineering measures cost,plant measures cost and other cost.The paper shows calculating method of cost.Quantity of engineering multiplies engineering unit price to calculate engineering measures cost.The seedling price multiplies the amount to calculate material cost which belongs to the plant measures cost.Designed unit price multiplies quantity of engineering to calculate the planting cost.And other independent costs calculate in accordance with relevant standards.The results of example is that engineering measures cost is 7,129,000 yuan,Biological measures cost is 3,209,000 yuan, construction management cost is 96,400 yuan,Engineering construction supervision cost is 520,000yuan,Planning and designing cost is 420,000 yuan,Technical consulting cost is 30000 yuan.Eco-environmental restoration cost of Cuihongshan Tieduo metal mine is 11,404,400 yuan.It provides a scientific basis for environmental governance of Cuihongshan Tieduo metal mine.Practice has proved that the index system of the cost of ecological restoration for mine in this paper has practical effect.It can reflect the main components of governance factors.The calculation method is scientific and easy to understand.With the comprehensive popularization,it can provide the necessary basis for the development of mineral ecological governance.
