Measurement Method Research Of Grassland Ecological Compensation Value Based On The Environment Replacement Cost Method

The long-term development of human society depends not only on the production of human-being, but also on the quality of the environment.Ecological environment provides us with the environment, such as plains,grassland, which are critical for us to survive. Grassland has diverse ecological functions of soil fertility enhancement, water conservation, and sandstorm inhibition. We have vast grasslands in our country, we must cherish, maintain grasslands to make them perform good functions to maintain the home we live in.In recent years, for the reasons of rising temperature, population growth, overgrazing and others, large area of degradation occurred in Maqu grassland, and, it results in the undermine of the productivity and the damage of the ecological functions of the grassland, and further,results in the reduce of the quality of life of residents in the middle and lower reaches of Yellow River. Such as, the serious declines of the quality of the grassland and the quantity of the grass yields, the gradually declined amount of water recharge to the Yellow River, and the increased number of sandstorms have threatened the social and economic, as well as the ecological security of the entire western region include Gansu province. So, the reconstruction and protection of the ecological environment of grassland, is the key to ensure residents in the middle and lower reaches of Yellow River live and work, and to maintain the nationalecological security.How to restore and maintain the destroyed ecological environment is always the hot topic in the academic circle, and, the current consensus is to build an ecological compensation system. The most concerned problem of this system is how to determine the measurement of ecological compensation value. Scholars are in different study fields, so they have different points. This leads to a wide variety of measurement methods of ecological compensation value, and certainly will cause obstruction in the promotion and universal method. Moreover, there is no accounting from an environmental perspective to analyze the ecological compensation value, so we could not tell the true environmental recovery cost.This article discusses various points of the ecological value and the compensation from the literature review, and summarizes domestic and foreign views of measurement of ecological compensation value and grassland ecological compensation value. Secondly, in view of limitations of measurement methods, summaries and contrasts to each method which are respected by Chinese scholars, it puts forward to a widely scoped,relatively and briefly calculated and feasible ecological compensation value measure-- environmental replacement cost method, and elaborates its three layer measurement model.Finally, it takes Maqu grassland as an example, to analyze the ecological functions on the basis of the description of basic social andnatural situation of Maqu grassland and concludes the reasons in accordance with the destroyed Maqu grassland ecological status as well as analyzing its negative effects on the ecological functions. It takes quality and yield of the grass as the standard, and calculates ecological compensation value through environmental replacement cost method combining with ecological environment characteristics(natural standard to verify the feasibility of the method. By calculating, Maqu County should get 61.888 billion yuan in 2013 as ecological compensation value,which can restore degraded grasslands in Maqu and restore its ecological functions.
