Since the rise of global Environmental Industry in 1960s, it has witnessed a growth for more than 40 years. At the present time, Environmental Industry in developed countries has entered the maturity stage, and become one of the pillar industries in national economy of developed countries. As a new point of economic growth, the global Environmental Industry developed rapidly, far exceeding the countries' national economy during the same period; thereby it was hailed as the "Sunrise Industry in 21th century". China Environmental Industry (CEI) started comparatively late in 1970s, which made phenomenal progress in the recent two decades. With the implementation of the 11th Five-Year Plan, China carried out the basic state policies of resources preservation and environmental protection, and set the objective of constructing a resource-saving and environment-friendly society. The political circumstance that promoted energy-saving and emission reduction nationwide provided a valuable opportunity for further development of CEI. Xiamen has made brilliant achievements in environmental protection, and won several domestic and foreign awards in categories of sanitation, environment and habitat. The development of Environmental Industry would be an important positive significance for promoting domestic and regional environmental protection in the long run, constructing environment-friendly society and consolidating the achievement of Xiamen's environmental protection.In this dissertation, comparison between domestic and foreign Environmental Industry developments, evaluation on the status quo and problems of Xiamen Environmental Industry (XEI), and proposal of industrial development strategies were studied by means of adopting the basic theory in Sustainable Development, Strategic Management, Environmental Economics, Industrial Economics etc, combining reference and material research, theoretical analysis, social survey and cases study. The study results were as follows, which provided theoretical basis for development of XEI:1. Discussion of definition and types of Environmental Industry. Environmental Industry is the sum of human economic activities that manufacture and provide products or services with functions of protecting ecological environment and reducing resources consumption, while yield economic benefits. At the present stage, CEI includes four categories: manufacture of environmental protection products, comprehensive utilization of resources, service of environmental protection and clean production.2. Analysis of the domestic and international environmental industry developments. Environmental Industries in developed countries take the leading position in the world, whose industry life cycle has entered a mature stage. The main driving forces of Environmental Industries in developed countries are strict enforcement of environmental laws, variety of incentives from government, public awareness of the environment and the abundant economic and technical basis. CEI which developed to a considerable scale was in growing stage in the life cycle. It was expected to progress faster in the "11th Five-Year Plan". However, CEI was still faced with some problems, such as the imperfect legal system, lack of competent authorities, under-investments, poor financing, low technological level, low level of product differentiation, etc. XEI was in seed stage, dropped behind those in the domestic coastal areas and took no advantage even in Fujian province.3. SWOT-AHP quantitative analysis of XEI strategic status. The result revealed that the weaknesses and threats of XEI were greater than strengths and opportunities, and that the strategic position of XEI was rather severe. Several weaknesses factors were conspicuous such as dependence on industrial policy, irrational industry structure, and inadequacy of industry association. The main threat was the international competitors. National attention to the environment provided the most favorable opportunity to the industry. The greatest strength was location advantage of industry, but not outstanding enough.4. Exploration of making XEI development strategy based on SWOT-AHP analysis. The time range and stage targets were set. Strategy measures were divided into two layers, government and enterprise, which would process respectively and impulse the development of XEI together. Some cases were drawn as supplementary reference. Lastly, the strategy was presented in the form of roadmap to offer intuitive theory basis for decision-maker.
