Study On The Small Town Eco-environmental Capacity Evaluation

Abstract/Summary:
Urbanization is one important development strategy of"the eleventh five years"in our country. Along with the rapid economic development, the degree of ecological damage and deterioration is very seriously, the ecological problem has been the strong obstacle to the development of small towns. To keep sustainable development, we must regard eco-environmental capacity balance as an important task, and make our emphasis on the reparation and improvement of eco-environment. Under this background, so it is of great importance to conduct the study of eco-environmental capacity evaluation.Based on the first-hand investigation, The paper has analyzed the features and present situation of small city and town, and established the eco-environment capacity evaluation indicator system, including four fundamental environmental capacity factors: population capacity, resource capacity, soil capacity and waste disposal capacity, and 21 evaluation indicators: the natural growth rate of population, per capita arable land area, per capita forest coverage, energy efficiency, the disposal rate of sewage, the disposal rate of domestic garbage and so on.The principles of foot print and AHP were applied to put forward the evaluation method of eco-environmental capacity in small city and town.In order to conduct better comparative study on the eco-environmental capacity of different kinds of small city and town in different regions, and find out the major controlling factor in the development of small city and town, author proposed'ecological capacity indicator(ECI)'as the indicator parameter of environmental capacity. ECI can characterize comprehensive capacity of each factor, and the values can express the situation of ecological environment. In the whole the computation is simple and practical. Combined with the research projects, comparative research between two typical small towns in central and east regions of China had been conducted.The ecological principle of substance-energy feedback was applied to the quantitative analysis of the major controlling factor which can influence the sustainable development of small city and town. Furthermore, guarantee mechanism of eco-environment was raised to keep sustainable development of small city and town.
