Problems And Research Of Regularity About The Acceptance Of Completed Environmental Facilities Of Exploitation Projects For Marine Oil And Gas Resources

The acceptance is the important measure to supervise the implementation of the "three simultaneous" system. The acceptance report is the basis to carry acceptance of exploitation projects for marine oil and gas . The conclusion of the report will directly have an impact on the project acceptance, and further on whether the project can be put into production officially. Therefore, the impartiality and regularity of the acceptance become very important.Based on the acceptance of environmental protection facilities of completed projects for marine oil and gas resources at south China sea, the research recommends the exploitation actuality for marine oil and gas resources and the acceptance actuality at south China sea, analyzes the characters of the exploitation and some questions about the acceptance, and the key problems exited in the acceptance are concluded. At last the research expounds on the corresponding countermeasures and suggestions, and compiles the technical regulations on the acceptance.According to the conclusion and analysis, the research finds some problems about the acceptance:(1) The laws and rules on the acceptance are incomplete and the technical regulations are vacant, the acceptance work is short of supervise gist and direction.(2) The 75% acceptance status of production is worthy of discussion, and there is some inconsistency about the acceptance status in the supervise laws.(3) Because the acceptance of environmental protection facilities of completed projects for marine oil and gas resources develops slowly, the erectors know a little about the acceptance, they don't attach importance to the acceptance, and there are lots of problems about the environmental protection.As mentioned above, the research concludes some corresponding countermeasures and suggestions:(1) Consummate the related rules, laws and regulations further, as soon as possible set down the rule of the acceptance of environmental protection facilities of completed projects for marine oil and gas resources and the technical guidelines for the acceptance of environmental protection facilities of completed projects for marine oil and gas resources.(2) The acceptance bulletin should be applied.(3) The public investigation should be added in the acceptance.(4) The environmental protection facilities should be newly explained, or the name of the acceptance should be newly named.(5) The related problems should be mended before a time limit expires.In addition, the technical guidelines about the acceptance consist of the text and the appendix. The text includes the confine, the standards related, the terms, the acceptance program, the technical seedtime, the technical scheme, the acceptance investigation, the acceptance monitoring and the acceptance report. The appendix includes the frame and content of acceptance technical scheme, the frame and content of acceptance technical report and the spot sheet.Because the acceptance develops very slowly, there are some problems inevitable. But with the seriousness and equity of the acceptance, the laws and the technical guidelines must be consummated or be issued. I hope my research on the acceptance, the corresponding countermeasures and suggestions and the technical guidelines included, would contribute to the acceptance of environmental protection facilities of completed projects for marine projects.
