A discussion on "environmental governing by morality" and "environmental governing by law " is not so much a theoretical question as a practical question. We must admit that the discussion on this subject is to meet the requirement of reality to solve the environmental problems and we should remember the purpose of it is to be helpful in the environmental protection and the coordination the relation between human and the nature. So it is inevitable to probe into and solve the question of discussion on the relation between "environmental governing by morality" and "environmental governing by law "This essay falls into three parts. The first part is Introduction. In Introduction the author analyzed the conspicuous environmental problems and the basic idea of dealing with environmental problems, discussed the basic connotation and the main function of "environmental governing by morality" and "environmental governing by law " in solving the environmental problem. The second part is the body including three Chapters (that is Chapter One, Chapter Two and Chapter Three). In Chapter One the author expounded the dialectical relations of "environmental governing by morality" and "environmental governing by law " from three respects. They are the interembracing relation, the complementary relation and the interdynamic relation. In Chapter Two the author analyzed the conflictions of "environmental governing by morality" and "environmental governing by law ". Their conflictions consist of two aspects namely the value idea and the adjustable function.
