Study About Water Pollution Control Case Of Shiyang River Basin

Shiyang River is one of the three major inland rivers in Gansu Province, which origins in the eastern of the Qilian Mountains. It is also the lifeline which the people of the Shiyang River Basin depend on. Before long, there is a prosperous place with reeds lush, irrigation facilities, and agriculture development in the northwest region of China. But with the rapid development of economic and the expansion of the population in Shiyang River Basin, the place has become increasingly overburdened. Among them, the middle and lower stream is under serious pollution with the rampant industrial sewage, wastewater and garbage. Because of the basin special geological structure, groundwater also not spared. Minqin Basin water resources mineralized seriously.Prevention and control of water pollution are a worldwide problem in the ecological and environmental protection system. First of all, there are many technology problems which are not solved. Second, there are many imperfect places in the water pollution control system. In this paper, basing on the detailed research information, regarding the building of the legal system to prevent water pollution as a breakthrough, I wish to design a reasonable and workable system for the Shiyang River Basin water pollution prevention.This paper first gives a general overview on water pollution prevention and control of the Shiyang River Basin, then demonstrates the deficiencies in the water pollution prevention and control system of the Shiyang River Basin which is found on the surveying, finally puts forward Countermeasures of water pollution prevention of the Shiyang River Basin, and proposes that it should be set up the innovative system. These measures and proposals included: establish clear responsibilities management system to prevent water pollution together; upgrade the comprehensive efficiency of the existing environmental policy; build the investment and financing system which is compatible with the market economy; improve the water pollution control laws and regulations. This paper completed through the surveys of the Shiyang River Basin water pollution prevention and control field, as well as a large number of relevant local government documents on water pollution control, accompany with mature experience of the water pollution control home and abroad.
