Study On The Evaluation Of Governmental Environmental Performance

Environmental problem is one of the serious problems world widely, and governments have high responsibility in this area. It's very important to strengthen the role of the governmental environmental protection. In traditional practice, Governmental environmental administrative function was low efficiency and the unbalance of economic growth and environmental protection which result from the wrong emphasis on economic performance make government change governmental function imminently. Government should change form the unilateral development idea to the scientific development idea and achievements view. The system of governmental environmental performance check should be reformed, are environmental index should be introduced into governmental performance evaluation system. We can set up a suit of scientific and effective governmental performance evaluation index, to evaluate environmental input-output, efficiency and effect of governmental action. The evaluation information to the public can impel government play a role in environmental administrative function, and increase the public's environmental protection awareness.In this paper, governmental environmental audit and governmental environmental performance check, and other related concepts were summarized. And the concept of governmental environmental evaluation was set up. Purpose and significance of the evaluation were discussed comprehensively. Governmental environmental performance evaluation system, which compose of the index of function, influence and potentials. Meanwhile, ranking criterion has been established based on urban environmental comprehensive regulation quantitative check criterion, national environmental protection exemplar urban check criterion and experts' consultation. Besides, the weight of each evaluation index and the method of comprehensive evaluation are defined with the method of and experts' consultation. To applying the evaluation system to practice, selecting Shanghai and Minhang which had higher environmental information disclosure degree, to do the environmental performance evaluation demonstration study.The result of demonstration study shows that:(1) Environmental performance of Shanghai municipal government increased year by year during 2001-2006, the average comprehensive index is 80.8; performance level is "second-class". In the first index evaluation result, environmental function performance remains high level, and environmental potential and influence is second and third. In the second index evaluation result, environmental efficiency and influence should be increased in future. (2) Environmental performance of minhang district government increased year by year during 2001-2006, and the average comprehensive index is 81.5, performance level is "second-class". In the first index evaluation result, environmental function performance remain high level, environmental potential and influence fluctuate in small extent. In the second index evaluation result, environmental efficiency and scientific research should be increased in future.
