Network Positions And The Administrative Ability Of The Local Environmental Protection Departments

As one of the local government administrative departments, the local environmental protection department needs to carry on the protection in the entire administrative region, realize the environmental protection and the social economy coordinated development. During the routine work, it will receive much supports and barriers. Takes the 6 different result cases which author carries on a investigation in the Danyang environmental protection bureau as clue, Has discussed the relationship of all levels of governments (including central government, provincial level government, city government, county government, village and town level of government), all levels of environmental protection departments (including national environmental protection bureau, provincial level environmental protection hall, city environmental protection bureau,county environmental protection bureau, village and town level environmental protection superintendence point), enterprises in all levels of governments administrative region (in this article, the cases only involve the enterprises which in the city, county, village and town three levels of governments administrative region), and other main bodies in the network (including central news media, county level of news media and Danyang local residents) which are in the correlative network. It connects the positions of the local environmental protection department in the correlative network with its own administrative ability, it analyzes that the situation of the local environmental protection department correlate the positions in the network, although the local environmental protection department in the correlative network can obtain the central authority department and the higher authority environmental protection department's support on longitudinal network, it can receive the support from which the news media and the public participation on crosswise network also, but still could not obtain the effective support from the local government, it frequently needs to face the result which is the low effect resources disposition. This present situation mainly is caused by "the pressure system", which only values the economical growth.This article combines the concrete case with the network analysis method, explains that the relation between the network positions and the administrative ability of the local environmental protection department. It Points out that the administrative ability and the barrier actually are all source from the positions of the local environmental protection department in the correlative network, their ability which maintains the effective network relations with other organizations in the network is become the key factor to enhance the administrative ability. In this foundation, this article finally has separately discussed the way which is used by other main bodies in the network to improve the local environmental protection department's positions in the network, and achieved the goal that strengthen its administrative ability.
