The agreement on the principle of"common but differentiated responsibilities"and the Clean Development Mechanism (CDM) in the three Kyoto mechanisms are the main achievement about the cooperation between the north and the south for relieving the global climate change.Till now twelve Conferences of Parties convened since the first Conference of Parties held at Berlin, Germany on 1995.In every conference, the conflict between the north and the south is always one of the main conflicts of the meeting. The conflict between the north and the south has become the main tie of the global climate change negotiation.
