The practice during the past 20 years of Reform and openness indicates that the state-owned enterprises'system transformation is a broad and deep reformation, then is also a arduous but complicated mission. Reforming system is a significant history problem that our state-owned enterprises are confronted with at present. Though the quantities and scales of large and medium-sized state-owned enterprises in Heilongjiang province are very broader , but the layouts are unreasonable and the advantages are not outstanding. The loss-incurring percentage of large and medium-sized state-owned enterprises exceeds 60% in industry especially in general competitiveness. For this purpose, we should accelerate to transform the state-owned enterprises' system.It is important question how to design a suitable development strategy to guide state-owned enterprises to gain an advantage in competition, and greater, more long-term development by transform. The full text is divided into two parts: The first part is a case,it is mainly about the background, present situation and questions belongs to The Long Di Corp. The second part is to analyze and solve problems.The thesis analysis the problems that the Long Di Corp. needs to pay close attention to, how Corp. will tie the changing the system and strategy , resource integrate, capital market to the arrangement of the staff and worker , and adjusting every aspect in changing system accomplishes. From renewing the ideas, strengthening inside administration, standard property right to the sharpening government service functions, the thesis has presented the corresponding countermeasures and suggestions..
