In recent years, as a new research frontier of safety production management, industrial risk management includes the theories of risk identification, risk analysis, risk evaluation, risk forewarning and risk control. Risk identification, which identifies the hazard types and the hazard sources, is the primary basis of the risk analysis and risk evaluation and the key to achieve successful risk management. By the causes of accidents, the hazard sources mainly fall into four types: material risk, equipment risk, process risk and human error risk. Risk identification usually divides into equipment/facilities risk identification, process risk identification and occupational safety and health risk identification. In order to prevent omission, classification of identification unit needs to be carried out before identification of the risks. Risk analysis and risk evaluation are mainly based on the nature of risk identification, to perform a thorough analysis and evaluation to every identified risk. The main task is to analyze the possibility of the risk, the consequences and the degree of lost. The common used methods include: Cs method, the work hazard analysis and operational risk assessment. Risk forewarning, based on crisis management theory, is to gather information status of the identified and evaluated risk factors, and to warn the enterprises of their production safety status. Using risk control measures to reduce the risk possibility and the degree of damages. Risk management can effectively improve enterprise production safety, however, both the comprehensive of the risk identification and the scientific evaluation of the risk depend mostly on the quality of the implementers/executers of risk management, Even though, many enterprises of our country have realized the need of implement of risk management, the implementation of good risk management is still unsatisfied due to the lack of expertise in this field, This thesis undergoes the research of safety risk management theory, combines with UML modeling language, and has established a model for risk management software. In order to control the quality and progress of the software, we have introduced extreme programming theory into the development of risk management software system. Through a reality practice in coalmine production, we had established a safety risk alarm system for the coal mining enterprise. The system consists of experts and related technical personnel to identify and evaluate the coal enterprise risk factor database. And provide early warning of the risks, enquiries, and analysis functions. It has effectively reduced the difficulty of implementation of the industrial enterprise risk management.
