In the numerous problems of environment, water pollution and lack would be one of the most serious problems in a long time. At present, the research and practice on pollution restoral, and the work on it lag behind the rate of pollution far far away. We could see this form as follow. Distemperedness in supervise system of groundwater and geologic environment. The research on how contamination transferred in the groundwater is lacking. Though many pollution restoral theories are given, they are barely carried out. The exploitation and supervision on groundwater are weak. Be short of laws and byelaws on groundwater resource. Not only the environment problems come, but also the social ones.Since the groundwater is much more complex than surface water. Pollution evaluation still stayed on single dimension for many years. And integrative project on pollution restoral is hardly provided. Usually, they analyze the problems with simple methods.Even if you have got many projects, you have to make a choice next step. In another word, you would arrange them from best to worst. The decision makers want to show their willingness in it, but they are restricted for several parts, such as social, economy, technology, public opinion etc. This is a multiattribute problem, which has scatter variables and fuzzy qualitative ingredients. At present study, only Multiple Criteria Decision Analysis could solve these problems preferably.Based on these problems, this essay chooses Taiyuan as the sample to do research on pollution prevention and restoral. At first, we start from the water condition and geography in Taiyuan. AHP is used to evaluate the groundwater pollution and social economic environment. Secondly, we have to provide some projects which are combined of technical methods. Thirdly, ELECTRE is chosen from Multiple Criteria Decision Analysis (MCDA) to arrange a queue from best to worst. To make the result we have to consider the factors of techniques, economic, and social benefit. To reduce and contral the pollution, some advises are given. At last, I make a brief summarize.There is a guideline in this essay, that is using the Multiple Criteria Decision Analysis to evaluate the pollution and select the best project. And that is the innovation of the paper. This can be seen from the essay easily. For the serious groundwater pollution in China and the lack of good programming, this essay could provide a new method and thought, which does give some advice.
