Tongchuan New-district is a new economic and technological development zone, its boundary is different from it was, so there is a lack of the statistical information of environment and society. To manage its water environment in a new way, this paper does some research on the method of modeling and developing a Water Environmental Management Decision Support System in this zone, it will do some support for water environmental management in Tongchuan New-district.On the basis of a comprehensive exposition of the basic principles of the application of Back-Propagation network in water quality assessment, it assessed the surface water and groundwater quality in Tongchuan New-district with ANN toolbox of MATLAB platform. Case study reveals that this method can reflect the actual water quality reasonably because it can use information well and build the weight of Back-Propagation network impersonally.On the basis of a careful analysis of the environment, in addition, it established models of BOD-DO coupling, COD and comprehensive water quality simulation based on BP network. Case studies show a higher accuracy in the simulated results of BP network model over the one-dimensional model.Moreover, it brings forward new systems solutions in which approach developed an integrated software packages. This software integrates MATLAB, LINGO, Maplnfo and GeoBeans platform. It can assesse and simulate water quality based on BP network, put forward water pollution control planning measures, make and pubulish electronic maps, input, output and maintain environmental info.To sum up, the development of Tongchuan New-district Water Environmental Management Decision Support System will be used for reference to manage water environment in China.
