The concentration of pollutants in Hongyanchi Power Plant has been able to meet the emission limit requirements in the Atmospheric Pollutant discharge Standard(GB13223-2011)of thermal power plants.In order to respond positively to the "Plan of Action on the Promotion and Transformation of Energy-saving and Emission reduction in Coal and electricity"(2014-2020)and the issue of the Autonomous region Development and Reform Commission,<on ultra-low emissions and energy saving renovation of the existing generating units in the 13th Five-Year Plan'of the Autonomous region Requests for ultralow emission limits,Hongyanchi Power Plant decided to carry out the retrofit of ultra low flue gas emissions for Unit 1 and Unit 2.The retrofit of ultra-low emission of flue gas in Unit 1 and 2 can reduce some pollutants.The emission concentration can also improve the social image of the enterprise,play a certain exemplary role in conscientiously fulfilling the social responsibility,have remarkable social benefit,at the same time,the state gives certain preferential policy to the advanced enterprise of environmental protection index.Based on this,this paper makes a comprehensive evaluation study on the retrofit project of unit 1,2 of Hongyanchi Power Plant.The background and significance of retrofit project of ultra-low emission of flue gas in Hongyanchi Power Plant.The basic theory of comprehensive evaluation for the retrofit project of ultra-low emission of flue gas in Hongyanchi Power Plant is described,including the boundary conditions of denitrification transformation,the boundary conditions of desulphurization and retrofit,and the technical route of high efficiency desulfurization and synergistic dust removal.The connotation and process of project comprehensive evaluation and the method of project comprehensive evaluation;A comprehensive evaluation index system for retrofit project of ultra low emission of flue gas in Hongyanchi Power Plant is constructed.This paper discusses the three aspects of economy,technology and sociality.The evaluation index system of retrofit project of ultra-low emission of flue gas in Hongyanchi power plant is constructed,and the content of evaluation index system is described in detail,flue gas in Hongyanchi power plant is constructed.On the basis of determining the weight of evaluation index by AHP,the comprehensive evaluation is carried out by using fuzzy comprehensive evaluation model,and the retrofit project of ultra-low emission of flue gas in Hongyanchi power plant is comprehensively evaluated.Firstly,each single index is evaluated,then the weight and membership degree of each index are determined.Finally,fuzzy comprehensive evaluation is carried out.The evaluation index system established in this paper has high suitability and evaluation model.The accuracy is high and the evaluation result is true and reliable.The evaluation results show that the retrofit project of ultra-low emission of flue gas in Hongyanchi Power Plant is an excellent clean project and deserves to be popularized.
