Study On Effectiveness Of Public Participation Of Chinese Environmental Impact Assessment

The public participation system in environmental-impact assessment is widely carried out in the world, which is able to make the public know the plan or the construction project and the important potential environmental problems resulting from the projects. What's more, the practice of public participation system can reinforce the reasonability and social acceptability of environmental assessment of the plan and the construction project so that the comprehensive and long-term benefits will be fully realized.The public participation in our country environmental impact assessment system started slightly late. Now, there are some problems in Chinese environmental impact assessment, such as the insufficient degree of depth, lacking of participating awareness and the bad results of participation, which are disadvantageous for the future practice of environmental protection.The thesis sets about from the angle improving validity of the public participation in environmental impact assessment system. By introducing and analyzing the environmental system established in western countries, the article probes into the positive role of the system and its feasibility in China. Starting with providing ways of enhancing the effectiveness of public participation and summing up the type, method, form and procedure of public participation in China, the assessment standards of the effectiveness of public participation and factors influencing the effectiveness of public participation are tentatively studied.In the example of public participation of the jihe high road, problems existing in public participation of environmental impact assessment are analyzed resorting to examples. At last, the correct measures are proposed to promote the effectiveness of public participation in environmental impact assessment. The article mainly includes perfecting the laws and regulations of the public participation system in environmental-impact assessment; designing each link of the public participation scientifically, which includes participator,time, questionnaire, disposal of the public participation'opinion and so on; strengthening the environmental protection education, improving the whole people's environmental consciousness; strengthening environmental protection drumbeating, broadening communication channel of the public participation; encouraging and developing the public participation of environmental protection NGO and so on.To sum up, by the thesis research, the effectiveness of public participation can be actually developed and provides the beneficial reference for environmental management of our country at the same time. Moreover, the public can thoroughly exercise the roles of environmental protection.
