Environmental Protecting Problems In Yu Huan Costal Line Development

With the development of economy, science and technology, the valuation of the coastal area is reflected gradually. As we know, YuHuan County lies in the southeast of Zhejiang province and is rich in natural resources. However, the more deeply coastal region is exploited, the more quickly coastal ecosystems worsen.Through field survey and face-to-face interview, the thesis deeply studies the relationship between the phases of economic development and environmental problems, coastal development and regulatory regime, social participation and government functions in protecting environment. Facing the present situation of YuHuan Coastal area, the author points out the main problems of coastal development are that decreasing fishery resources, worsening marine pollution, lessening wet land, etc.. From the perspective of new public administration and analyzing business behavior and government behavior, the thesis defines coastal ecosystem problems is connected directly by the characteristic of YuHuan enterprise and economic development phases. It also concludes the deep causes of the unbalanced and underdeveloped society are low-efficient market regulation, the absence of the function of government administration and underdeveloped society.In conclusion, it is necessary to keep the balance of market, better government function, improve the management, publicize the specific policies, spread propaganda among the masses and encourage the public to participate. A task of top priority is to strengthen market system integrating with government participation and innovational management so as to solve the environmental protection problems bringing up in YuHuan coastal area development.
