Recently, accompanying with the development of industrialization, global environment issue (GEI) has becoming ever-increasingly serious and its impacts on international societies have been expanded to various aspects of international politics, economy and culture, which have made GEI a vital international problem threatening the survival and growth of human being. The diffusion and super-nation of GEI, insufficient governmental capacity, and disordered international society have facilitated the popularity of the concept "global environmental governance" (GEG). So-called GEG means solving global environmental issues through using international rules with strong forces of constraint, aim to maintain the survival and sustainable development of human societies. Due to limited functions of governments in GEG, international society hereby proposed the concept of "governance without government "(GWG). It indicated the unique roles other organizations and agencies except those governments are taking in GEI and also that Non-government organizations (NGOs) have acted a leading role.Firstly, the paper specifically analyzed and investigated the global impacts of NGOs in environmental aspects and the influencing roles and limitations of the NGOs with cross-nation environment, and especially emphasized the impacts of the NGOs with cross-nation environment on international systems, international rule, and international environmental law. Secondly, the typical environmental NGOs - World Wide Fund for Nature (WWF), was selected as a case study. Finally, the paper is ended up by summarizing the experiences and implications brought from the model of WWF to the development of Chinese NGOs.
