When technology has been creating huge fortune and modern civilization for mankind,it also brought much disaster to us. Development of the industrial society is often at thecost of severe technological disasters. As a new field of science of disaster, more countriesare putting more eyes on the research of technological disasters.As the direct maker of technological disasters, enterprises should build the sense ofmanagement of disasters, and should boost up the understanding of technological disaster'scharacters and results, and should perfect the strategy of technological disaster's controland management. At the same time, the government and the society should nail downtheirs liability and obligation.By analyzing of the research and management of technological disaster's history andactuality , by investigating of state's policies and laws and correlating regulations made byenterprises, by anatomizing of several cases, the definition of the technological disasterwas gave and its essentials were nail down. The model of cause of the technologicaldisaster was built from two basal factors—unsafe state and unsafe behavior. Using thebasal theory and method of risk evaluation combine with the sample of an enterprise, theevaluation index system was built from four aspect—people, substance, environment andmanagement—calculated the weighted coefficient of each index by the method of the tableof judgment of the evaluation index. Fuzzy comprehensive evaluation model wasestablished by the fuzzy mathematics method and the risk of the technological disaster wasevaluated from the probability and the result. The grade of technological disaster of thatenterprise has got by synthesizing the evaluating result of the two aspects. Finally, thearticle discussed the commonly manage process of technological disaster. It analyzed theexisting management system and its problems in China. Some primary suggestions on thissystem were brought forward, and some statements on the responsibilities of all theparticipator of the technological disaster management system were made.
