Research Of Eco-Environmental Resource Value Accounting And Countermeasure In Water And Electricity Exploitation

Electricity of waterpower is clean energy, there is plenty of waterpower resource in our country, especially in south-west area which offers convenient condition for water and electricity exploitation. Although the interests are prominent, the eco-environmental question is thoughtful. Along with the arising of argument about Nujiang exploitation, most people look on this question objectively.This paper completed on the basis of < Advantages and Disadvantages Research of Water and Electricity Exploitation in Lancangjiang> from Appraisal Center for Environment & Engineering (ACEE), SEPA. From the angle of ecology, environmental science, ecological-economics, environmental economics, this paper analyzed eco-environmental question, accounted its value and judged the rationality and feasibility of engineering.There are five parts in this paper. Firstly introduced the eco-environmental impact of water and electricity exploitation and civil and overseas value accounting advances, secondly, emphasized particularly on the research of theory and method, then had a example research that was the core of this paper, filtered 13 factors, chose 2001 as the benchmark year, accounted the direct and indirect use value of each factor, and amended some outcomes with coefficient of development stage, thirdly, analyzed the of this engineering, the value of eco-environmental resoure is 16.771billion RMB,considering other benefit and compensation,the total cost of this engineering is 43.793 billion, total benefit is 28.8814 billion, the ratio of benefit and cost(BCR) is 0.659, present value of net benefit(PVNB) is -14.9116 billion RMB, the disadvantage value is bigger than advantage.Fourthly, this paper brought forward the countermeasure. At last, that was the sum-up.
