Designing And Application Research Of Guangzhou Costal Marine Management System For Comprehensive Monitoring

The ocean, which covers 71 percents area of the earth, is the cradle of the life and the treasury of natural resources. The ocean also has very closed relations to production activity of human being and the development of the social economy. Therefore, the comprehensive control and management of the ocean, especially the offing ocean, have significant meaning for the development of the human being and the society on both theory and reality aspects. Although the development of information of the ocean has a history of more than ten years, there are a lot of problems to be solved. Among the existing problems, the most important two things are the low degree of sharing of the data about the ocean among the related sections and the singleness of the ocean information system. As a result, the information degree of the ocean was too low to perform an integrated management of the ocean perfectly. Fortunately, the development and integrative application of the GIS, RS, GPS, AIS techniques provided strong support to the unification of the ocean data standards, sharing of the ocean data and the establishment of a three-dimensional ocean monitoring system.In this paper, a layout of designing of the integrative offing ocean monitoring and management system of Guangzhou and establishment of an ocean information platform characterized by quaternity has been presented. Based on the layout, an integrated application system, which has a core of the ocean monitoring and management system incorporating the ocean-air, the ocean surface and shore station, could be established. The application of the system in the collection and dynamic monitoring of the data of Guangzhou ocean, typing of the ocean function, the protection of the ocean resources and environment, executing the law of the ocean, forecasting the ocean information, prevention and cure of the ocean disaster could be researched.Staring by considering the development of the ocean information in China and overseas, the problems existing in the ocean information process and the meaning of construction of an integrated management and monitoring system for Guangzhouoffing ocean have been explained in detail. Then the key technique used in the integrated ocean management and monitoring system for Guangzhou offing ocean was studied, which provided the academic and technical base for the establishment of the system. Moreover, the aim of system construction was presented, and the application of the system in the comprehensive management of Guangzhou ocean was researched especially.Several techniques, including GIS, GPS, RS, AIS, buoy age, ocean floor detecting, database, and incorporation of 4S, were used in this study and this work was involved in the computer science and the science of space information.
