Ocean health is a comprehensive representation of the state and behavior of interaction and harmony between ocean and human social and economic system,and is the correct direction for sustainable utilization of ocean.Ocean health considers the relationship between the ocean and human society,highlighting the marine ecosystem and natural services,as well as human attitudes and behavior towards the ocean.In recent years,with the expansion of the scale of marine development and utilization,and the lack of early awareness and measures of marine ecological environment protection,China’s marine environment is facing a huge threat,and people are gradually beginning to pay attention to how to develop the marine cause reasonably and sustainably.The concept of carrying capacity provides a new starting point for assessing the health of marine ecosystems.Through the analysis and generalization of the concept of carrying capacity,the concept of ecosystem services is included and expanded,so as to analyze the MRECC from the four dimensions of resource carrying capacity,environmental carrying capacity,ecosystem service function and human activity potential.The concept of marine ecosystem health was studied,including the criteria for judging ecosystem health,and the relationship between the criteria and carrying capacity was analyzed.The criteria for judging ecosystem health and the four dimensions of MRECC were cross-corresponded,so that the assessment of Ocean health could be realized by monitoring MRECC.Through the analysis of ecosystem health assessment methods,the index system method was selected to evaluate the marine ecosystem,and then the concept of the index and itssystem,the process of index system construction,and the principle of index selection were studied.On this basis,the monitoring and early warning index system of MRECC is constructed.The main conclusions of this study were as follows:(1)The carrying capacity of marine resources and environment was a reflection of the health of marine ecosystems.The carrying capacity was directly related to the level of Ocean health.Five representative criteria of ecosystem health were selected and integrated into four aspects: vitality,resilience,organizational structure and function,and management selection.These four aspects were closely related to the four dimensions of carrying capacity of marine resources and environment summarized in this study.Vitality and resilience mainly correspond to resource carrying capacity and environmental carrying capacity,organizational structure and function mainly correspond to ecosystem service function,and management choice mainly corresponds to human activity potential.(2)From the four dimensions of describing carrying capacity,the index system was constructed: resource carrying capacity was mainly divided into space resources and biological resources;environmental carrying capacity was mainly divided into water quality,sediment and biological quality;ecosystem service function was mainly divided into ecosystem integrity,ecosystem structure and ecosystem function;human activity potential was mainly reflected in management choice.(3)According to the characteristics of marine ecosystem,from the perspectives of sustainable utilization,construction and ecological restoration,four characteristic indicators were selected one by one according to the established index system: spatial resources mainly include coastline development intensity,sea area development intensity,natural wetland retention rate,island development intensity;biological resources mainly include fishery output,marine rare species diversity,fishery resources.Source density index,density of fish eggs and larvae;water quality mainly includes water quality standard rate,eutrophication index,water environment quality,water exchange rate and garbage density in marine functional areas;sediments mainly include sediment standard rate and sediment toxicity in marine functional areas;biological quality mainly includes organism quality standard rate in marine functional areas;ecosystem integrity mainly refers to habitat integrity.Eco-system structure includes phytoplankton diversity,zooplankton diversity,benthic biodiversity,swimming animal diversity,microbial diversity;ecosystem function mainly includes total biomass,primary productivity,secondary productivity,coastal landscape resources,carbon sequestration capacity;management choice mainly includes port throughput,unit coastal GDP,marine ring.The proportion of guaranteed input to GDP,the situation of proliferation and discharge,the management level of marine protected areas,the rate of meeting the standards of sewage outlets and the government’s willingness to protect the marine environment.
