As a kind of basic life resource, water has great impact on our life and work. Liao River Basin has long been a base of heavy industry of China and it has significant reliance with economic development of China. Because of high ratio of heavy industry and neglect of protecting the water environment, Liao River Basin has become one of the most polluted rivers in China. And now water shortage and pollution have seriously threatened water security of Liao River Basin.This paper analyzed the mechanisms and influences controlling the water security states of Liao River Basin based on recent research progress of ecological security and the fully understand of basic theories of ecological security and water security. Aiming at the main water security problems of the river basin, an index system of water security assessment of Liao River Basin with a clear hiberarchy was established on basis of AHP method and PSR model. And with mathematic models, taking the main branches and cities in Liao River Basin as studying targets, regional water security assessment had been made, water security indexes of each assessing units been calculated and security states been graded. The results indicated that with the adjustment of industrial structures and large investments in environmental protection, water security state of the whole river basin was in good condition, and parts of the river basin had kept a good trend. The water security states of Hun River, Taizi River and Daliao River basin were superior to Liao River. Shenyang, Anshan, Fushun, Benxi had met the good state of water security; but Liaoyang, Tieling, etc. still needed more investments to improve their current states. The assessment results also proved the feasibility of PSR model in practice. At last, some specific suggestions and measures were proposed to maintain the water security of Liao River Basin and a concept of water security maintenance system was advanced on basis of the results of this research.
