The Grain for Green Program is the starting point and basic measure for the environment construction of the West development. The evaluation of the program benefit is a major content of the national investment benefit accounting. The article, taking the program testing information in the 20 provinces (municipalities) and the Xinjiang Production and Construction Corps from 1999 to 2001 as the studying object, and taking the environment situation before the program testing as the contrast, has given an objective evaluation to the comprehensive benefit in the Grain for Green Program testing region.Based on the current social, economical, and ecological benefit evaluation indicators system in home and abroad, and on the author's working experiences of managing the program since the program started, the evaluation indicators closely related to the social, economical, and ecological benefit were proposed. According to these indicators, and based on the investigation and statistics data from the big sample random sampling, the indicators about the population, land resources distribution, crops output, and the changing situation of GDP, water, soil, sandstorm disaster, and the wild animal population in the program region were systematically studied, and based on the results, the social, economical, and ecological benefits of the Grain for Green Program were objectively evaluated.The research provides the audio-visual and convenient indicators for the Program benefits evaluation, and having important direction and reference significance for the future benefits evaluation of the Grain for Green Program.
