The research is mainly about integrated planning for regional water supply andwater pollution control system. To reach the optimum distribution for the resource ofmanpower, economic and environment, the theories about system analysis andoptimization are adopted in this research. First of all, based on the five elemental factors of the planning, the concept ofintegrated planning for regional water supply and water pollution control system ispresented. After generalizing and analyzing the history and present study on theplanning for regional water supply and water pollution control system, the existingshortcomings in this research field are pointed out. Secondly, the Interpretative Structural Modeling with Visual Thinking attribute isapplied to modify these shortcomings. In virtue of this method, the regional watersupply and water pollution control system is identified, and the target system forintegrated planning is also established. By doing this, the theoretical basis is preparedfor the establishment of the optimization model for integrated planning. Thirdly, considering the specific situation of the macro-planning for regional watersupply and water pollution control system, the methods of least squares, partial leastsquares and Gauss-Newton are used to fit the diversiform engineering cost function.After analyzing and comparing the fitting results, the appropriate functions areconcluded. At the same time, according to the experience of conventional planning forwater engineering, the calculation means of annual running costs for regional waterengineering facilities are summarized. The optimization model for integrated planningfor regional water supply and water pollution control system is also established,which object function is the lowest annual running costs of water engineering,decision variables are input and output of water quantity and quality amongsubsystems, and bounds are the balance of water supply and demand, water qualitymeeting the Standard, and ecological water demands in river environment. In the end, based on the above research, an optimization model for integratedplanning for regional water supply and water pollution control system is establishedcombining an actual case. By calling the program GRG in the planning soft Lingo, theresult and decision scheme with good economic and environment returns areaccomplished. This proved that applying the theory about system analysis andoptimization to the integrated planning practice for regional water supply and waterpollution control system is practicable and scientific.
