The pollutant discharge right transference system is a system in which the resource value is given to environmental quantity, the property right is determined and is permitted to transfer. As a brand-new medium for environmental management aimed at controlling pollution, more and more attention have been paid to the pollutant discharge right transference by Chinese and foreign government and scholars, and the advantages of the pollutant discharge right transference have been proved in some western developed countries. Firstly, this papers describes the establishment of the pollutant discharge right ,including the aim and premise of establish, quality, ownership, and certification of pollutant discharge .Secondly, taking the example of America, this papers describes the content and efficiency of the pollutant discharge right transference, and the limitation of environment management system and today's condition of environment deteriorate, discussing why it is necessary to establish the pollutant discharge right. Through alleging the quantity control and introducing the experience and inadequate of our country, this papers discusses the feasibility of carrying out the pollutant discharge right transference system. On the basis of above discussing and description, this papers designs the construction of the pollutant discharge right transference system including transfer zone, market, style, and using period and so on ,from the basic principle, supply of original discharge right, transfer rule to system of appraising performance. Lastly, this papers alleges the flow construction ,in order to lay a foundation for spreading and consummating our country's pollutant discharge right transference.
