| Solid waste is a waste type that includes predominantly domestic waste in daily life with the addition of the waste identified by legal and administrative regulations. As a concealed issue, the solid waste attracts relatively low public attention. Despite the fact that the government has long been developing a large number of environmental policies for industrial pollution, no enough importance has been attached to the measurers of solid waste management. With the rapid economic development, China's major environmental problem has gradually shifted from industrial pollution to solid waste, and the latter has become another major environment concern in China. The operation of management for municipal solid waste is severely hampered by current management system. Based on the analysis of the status and shortcomings, the thesis proposes a number of measures for the reform of current municipal solid waste management system.The thesis comprises three chapters:Chapter One is an overview of the municipal solid waste management system. It begins with the discussion of the government functions in waste management system, and then presents a brief analysis of quasi-public product attributes of government waste management and a clear demonstration of waste management being one of the government public functions. Grounded on the analysis of current waste management system, the thesis primarily focuses on its deficiencies: 1. the waste management agencies are not scientifically established; 2. the implementation of municipal solid waste management is not efficiently guaranteed; 3. the transformation of government waste management functions gains limited social support, and the existing management system seriously hampers the effective management of municipal solid waste.Chapter Two presents the theoretical basis for municipal solid waste management system. The thesis points out that the major incentives for the waste management system reform includes: increasingly prominent waste issue, further deepening market economy, promotion of administrative reform, as well as the influence of circulation economy. Combined with the theory of the transformation of government functions and its integration with market, this thesis further elaborates the theoretical basis for the reform.Chapter Three proposes suggestions for the reform of existing municipal solid waste management system. The reform of municipal solid waste management system requires government guidance, market regulation, public participation, industry support, and full play of the role of non-profit organizations. The reform aims to: 1. clearly define responsibilities, establish a unified and coordinated system; 2. disjoin the functions of government from those of enterprises, and promote the formers'scientific operation; 3. strengthen the supervision and improve the macro and integrated management; 4. proceed whole process supervision and perfect the implementation of government waste management functions; 5. deepen the reform of sanitation system, and advance the industrialization of waste management. The innovation of this paper is to propose the establishment of environmental and resource management committee which is comprehensive, coordinated, nationwide and of high standard, thereby effectively solving the problem of deficiency of the existing municipal solid waste management system. Supporting measures for the reform are presented at the end of the thesis. |
