With the economic development rapidly, the demand for raw materials of aluminum is increasing. Aluminum companies have been continued expanding, the number of prebaked electrolytic cell that go into operation continue growing. The process of roasting and startup were included to production of each cell. There are more hazards in that process, the health of staffs is vulnerable to be injured by dust, gas, high temperature, noise hazards. At the same time, the hazards also include the machinery, falling, burns, electric shock, injury and other vehicles. And in this process, the short junction of aluminum cell exploded, a billion dollars and casualties of the direct economic losses could be cause. So it is important significance to manage, prevent and control the major hazard installations. The identifying and evaluation of major hazard installations is a very important act for improving the management level of corporation and preventing accidents.Based on the identification of hazards, major hazards, combining with aluminum production enterprises practical situation, the way preliminary hazard analysis was used to evaluate the hazard resource, and the concrete measures were put forward; On the basis of analyzing the identification of hazards and due to lack of historical data, this text puts forward to adopt the Fuzzy Synthetic Evaluation combines with Analytic Hierarchy Process to go on safety evaluation for the process of roasting startup of Aluminum Electrolytic Cell, determines the weight of every index in the hazards evaluation system, confirm the security grade of enterprises; According to fuzzy evaluation of some experts, the fuzzy event tree was introduced in this paper to conduct quantitative calculation. Based on the fuzzy set theory, the verbal statements were converted to triangular fuzzy numbers or trapezoidal fuzzy numbers. The probability of consequence was evaluated by cut and ranking method of fuzzy numbers. It was shown that the proposed method is helpful in practice for the prevention of the short junction of aluminum cell explodes.
