The development of new district can pull largely economic increase of the city, building on new district should avoid the mistake and renew the industrial structure in old district.the stratagem of development in new district have tremendous effect to city,using the advantage of mathematic model and computer,simulating and forecast the development level of new district,and knowing how the various development level and development speed will effect society,economy,environment. System Dynamics Model is a laboratory of real system, it will gain great consult value in the stratagem of development in new district.System Dynamics can solve quantificationally the problem of complicated system change with time. Applying system dynamics to society-economy-environment's system can colligate effectively population industry resource and environment etc. and simulate exactly intending developmental level in society economy and environment.In this paper we analyse variable pattern configuration equation and establish simulated model by the theory and mothed of system dynamics, electing three scheme and simulating intending economy population environment in new distract, we will analyse investment production values population depleted water infectant emission in various scheme and combine developed background developed goal developed capacity and choice proper leading industry and developing scale,finally, ascertain the superexcellence scheme to avail development of new district.Construction of Simulate model of Hunnan new district development has some key technologys. It is that analyse the relation of variables according relation of system integer and part, and comfirm the consequence of variables using reciprocity of variables,and link the variable to feedback loop,finially,we draw the flow chart,it is the core of constract the model.According to the mothed and step of system donamics solve the problem, we have five chapter in this paper to introduce the related knowledge of system donamics,the process of constract hunnan simulate model,test and check of model,and analyse of simulated result.finally,we choice the best development scheme.This model is better to simulate the 20 years development level of hunnan new district.
