Development Of 3D GIS For Shanghai Public Security Bureau

Comparing with 2D GIS,3D GIS could show the geographic environment in a much more realistic way, which could express the vertical as well as the plane relationship between spatial objects. With the rapid developments of Mapping technology, Computer Science and Internet technology,3D GIS has gradually overcome its technical bottlenecks and has become an important development orientation of GIS.The technology of GIS has been widely applied into many industries such as police administration, whose main application is 2D GIS instead of 3D GIS. Although 2D GIS has met the demands of the daily management in the Public Security Departments, it has limitations in three-dimensional positioning and visual display of geographic information, which bears great importance in certain work of public security departments such as emergency management, police flying, etc.Skyline TerraSuite Software is the world's leading three-dimensional Geographic Information System Software, which provides a good platform for people to create a vivid three-dimensional interactive scene. Its API allows users to customize their own 3D GIS platform, which could be web-based or desktop application. However, many problems such as the burden of massive 3D data transmission, less optimization of 3D model data, the weakness of decision support of 3D GIS have become more and more obvious.This paper summarizes the current development of Police GIS as well as the research progress of 3D GIS nationally and internationally. This paper focuses on how to develop the web-based 3D GIS for Police based on SkylineGlobe Enterprise Software. Based on practice and research, the optimization, management, load and web release of 3D models in large quantities as well as the creation and web release of 3D terrain have been discussed in this paper, which help to enhance the efficiency of displaying three-dimensional scene.Nowadays,2D Police GIS has been widely applied in Shanghai Public Security Bureau, while the application of 3D Police GIS is still in its infancy. This paper discusses how to integrate the web-based 3D GIS with the 2D GIS for Shanghai Public Security Bureau, how to fully utilize the existing data source in Shanghai Public Security Bureau and realize police business-related functions such as Public Security information inquiry, the shortest path analysis, video surveillance and housing information inquiry, which provide more effective tools for Public Security Departments to deal with some major events.Also, how to integrate existing 3D virtual systems for underground railway station in Shanghai Public Security Bureau with the web-based 3D GIS for Police has been discussed in this paper. Policemen in Public Security Departments could easily see the special layout in the underground railway station, finding out the exact position of important police facilities, especially when being faced with certain emergency events.
