In the post earthquake emergency, safety assessment of buildings at post-earthquake is a work of high timeliness and technical. Thus, finishing the work quickly and effectively has important practical significience in resettling victims and stabilizing social. From 2001, Research Fellow SUN BaiTao leading study team proposes the quantitative method instead of the qualitative one and establishes mathematical model of safety assessment of buildings in suitable for computer analysis based on national standard (GB18208.2-2001) and previousexpertise. Through many practice, science and reliability of the model are verified. It has some practical value. In this paper, research and development of computer system are developed aiming at the model in order to promote extensive application of the model in the post earthquake emergency. Main research work is as follows:1. Safety assessment algorithm of building is realized used by computer. The system is tested using some instances assessed at post-earthquake. Besides, system parameters are modified.2. Requirement analysis of technologies of safety assessment of buildings at post-earthquake system is introduced. Main technologies include acquisition and disposal of information and GIS data access.3. Plan the architecture of Safety Assessment System with emphasis on the design of this system. It incluces: division of overall function,requirement analysis of function,design of structural composition,design of implemental scheme,design of software interface. Besides, design and implementation of system database (Access) are introduced.4. Implementation of safety assessment of buildings at post-earthquake system is researched. It includes four parts: implementation of data acquisition module; implementation of safety assessment of post-earthquake system based on VB; Implementation of building distribution system based on GIS; Implementation of safety assessment of post-earthquake system based on C# (PDA).Multiple testing shows that safety assessment of buildings at post-earthquake system has stability, easy operation, easy maintenance and reliability of results.
