Drought disaster is one of the most serious disasters in the world.Its frequency, the time that lasts,the area and damage it caused is at the top of all kinds of natural disasters.According to statistics,economic losses caused by drought disasters as high as 60×10~8~80×10~8 dollars,far more than other meteorological disasters.At present, drought disasters as the main factors that affect the safe problem of water resource had became serious unstable factors of the development of the world,and the main bottleneck factor of the national sustainable development.So drought disasters had become a theme that urgent to be settled and common concerned all over the world.China monsoon climate is obvious.The reason that natural disaster occurs frequently in china is the monsoon instability between different years and the hydrothermal unevenly caused by landscape factors.Drought disaster to human society is not like other disasters such as floods,earthquakes and volcanic can directly cause casualties and building facilities,but human social influence and lose more.Along with the rapid development of economic and population,as well as the global climate change that marked by the global climate warms up,drought disasters have further aggravating trend.Drought disasters has further aggravation tendency.Drought disaster is one of the main extreme disastrous weather.Qinghai has been one of the provinces which have the worst drought disaster in the North West Territories.At present,humans don't possess complete abilities to fight with the nature force,so reducing the loss to the lowest point becomes important when natural disasters happens.The risk zoning research of drought disaster is an effective measure, which can turn "passive" to "active" in drought control and disaster mitigation.For its significant role in this function,the risk zoning can help to reduce losses caused by drought disaster.According to the research,the department of drought control can make scientific decision and protection against drought.The paper,on the basis of disaster system theory,with the comprehensive consideration of indexes and factors,such as disaster-pregnant environment, disaster-causing factors and disaster-bearing bodies and the attained materials and weather the indexes and factors are easy to be taken and stored,expressed and calculated in GIS,choices the factors of the risk analysis of drought disaster.With the spatial analysis function of GIS,hazard risk and vulnerability is analyzed quantitatively.Then hazard and risk zoning of drought disaster in Haidong area is carried out.Moreover,the result is analyzed essentially.
