Wetland which has been described as ecotones between terrestrial Ecosystems and Aquatic Ecosystems is a very important ecosystem. Wetland has been providing us plenty of foods, row materials, and water resources. It also plays a very important role on keeping natural balance, keeping biodiversity and rare species, water resources conservation, flood storage and draught prevention, contaminant degradation, climate regulation, groundwater compensation, soil erosion control and many other aspects. Wetland can supply us food, meat, medicine, energy and lots of industrial row materials and it also can be used as the land for farm, grass, wood and the bases for the production of aquaculture and reed. Wetland keeps very close connection with farm, forestry, stockbreeding, sideline production, fishery, industry and our daily living etc. So it has already been drawn comprehensive attention in all over the world.Yellow River Delta which formed by the cut-and-file function of mud and sands carried by Yellow River is the most integrated, widest and youngest Neo-Wetland Ecosystem in warm temperate zone of our country. It has distinguishing representativeness, particular biotype, and abundant natural resources. Yellow River Delta also is the most important transit place and winter habitat for migratory bird in inner continent of Northeast Asia and West Pacific Ocean. And it's also a very important Wetland which getting more and more attention domestically and abroad. Therefore to develop study the compensation research on Yellow River Delta has vital significance not only in scientific field but also in application field. The thesis which chooses Yellow River Delta, a very typical wetland, as the objective of study makes an investigation and research for the change in area of the wetland on basis of thoroughly analyzing the feature of the delta. And the thesis works out the compensation value of decreasing wetland area by the method of market value, opportunity cost and the environment protection input and cost. Taking the value as the rule, the thesis ha established an economic measure on wetland eco-compensation. And on the foundation of the analysis on method and value of eco-compensation capital recycling of wetland, the thesis made a further probe on model of wetland eco-compensation and also offered some protection methods which is project control, management and ecology. The main research content and conclusions as follows:(1) Using eco-system theory to study the classification, content, features and structure of Yellow River Delta wetland ecosystem. (2) Based on the analysis of the characteristics of wetland resources to analysis the change condition of the wetlands in recent years, and perform the necessity of ecological compensation.(3) Analysis and study of the ecological compensation theory, the core content (the scope of compensation, subject and object, standards, methods, etc.) and evaluation methods of the Yellow River Delta wetland , and then estimate the compensation money , analysis the results of the estimates.(4) Apply these research results to put forward specific compensation mode and implementing countermeasure of the Yellow River Delta wetland ecological. On basis of the result on eco-compensation compute, formulate the economic scale of the ecological compensation, clarify the source of ecological compensation funds, and made a number of ecological compensation safeguards. Through the establishment and improvement of ecological compensation related laws and regulations, ecological compensation mechanism ,the supervision and management of eco-compensation mechanism to reach the target of sustainable development and set up an useful example for the rational use of wetland resources and regional economy harmonious development.
