Malacca-Singapore Straight is the narrow water between the Malay Peninsula and the Indonesian island of Sumatra.This straight is the important sea lane that links the Indian Ocean to the South Chine Sea.Japan depends on import of energy resources from the Middle East,so,Malacca-Singapore Straight is just lifeline to Japan.After 90's, piracy increased around Southeast Asian region,piracy in Malacca-Singapore Straight also increased.Now,piracy in Somalia has received worldwide attention,this situation demonstrate that the piracy still wield the threat.At recently,we often find the arguments about legal problem of piracy and problem of constructing international collaboration for anti-piracy.For the safety of the maritime society,we must approach the piracy problem from every academic field.When consider the provision against the menace,the quantitative analysis of the menace is the first step.The quantitative analysis for the threat is very important,though the quantitative analysis for the piracy in Malacca-Singapore Strait is not enough.The lack of the quantitative analysis brings incoherence.For example,someone said that the smaller the ships' size,the more the vulnerability.But then,some maritime agencies pay its attention to the infinite damage that the large-size vessel causes,therefore the objects of anti-piracy drill that is carried out by the maritime authority is often large-size vessels.In order to promote the anti-piracy framework,it is necessary to understand that any kind of ship receives the pirate's attack easily.As everyone knows,the method how pairates attack the ship is riding on a small boat and approaching to the target,and climbing the target ship with a rope.Therefore,I assumed freeboard an indicator, calculated a risk of every ship type.As a result,it proved that a risk of the medium-sized ship is the most serious.Consequently,for decreasing piracy threat,it is the most important to take preventive measures for the ship of the medium-sized model.
