The cylindrical shell is more widely used in Design and Building of Ship and Ocean Structure, because of a large number of marine resources unexploited under deep sea, as well as the developing technology of the underwater vehicle is very important to defense and civilian aspects, especially a kind of underwater vehicle which is high-performance. Therefore it has a great significance to develop a cylindrical shell with light weight and economy.Based on the above, the stability and strength of cylindrical shell under uniform load is theoretically concluded, and a new stability method of the shell under bending moment is established, as well as the importance of reliability engineering is explained, three reliability methods also discussed in detail; Four of the methods of sensitivity factor are showed completely in order to make calculation efficiently; It works very well to respectively use First-order second-moment method,JC method and Monte-carlo Simulation method to analyze cylindrical shell through establishing failure modes and reducing uncertain factors;The three design method of quality management is referred as a new way to improve the reliability of the structure, but Indexβcan't be got. To this end, three design method and the reliability of the first-order second moment method are united to form a new one, which has the both advantage of reliability method and Three Design method and also can pre-set Indexβ.
