Along with the development of social economy, China's land resource is increasingly strained in use. The contradiction of human and land is prominent day by day. In order to relieve this contradiction, the Land Management Department is increasing the control power of land resource information year by year. For purpose of our country's land resource information perspicuity, two land investigations have been carried out successively since Founding of the Republic by the government. The ongoing second national land survey, weather from the amount of information or scientific technology content, are far more than the first national land survey. So the traditional storage type of land survey data can not satisfy the demand for efficient use in day work management of land and resources. It is an important research work that how to use the survey data efficiently for the work of management of land and resources. First of all, the rational structure of spatial database of land survey data playing an important role in high-performance storage and use.The purpose of this paper is determining the Spatial Database of provincial Land Investigation, which is based on the analysis of the requirements for the land management apartment. Then from a quantitative point of view, by the premise of the determination of spatial database, this paper compared two different spatial engine, ArcSDE and Oracle Spatial. Analyze the different efficient between the same concurrency and data quantity. This paper use a combination of theoretical and experimental methods, in order to give a theoretical support in theory for building a highly efficient, convenient and reasonable provincial land survey database. In this paper determined the choice of spatial data engine for the construction of land survey database, which is the key issue for the provincial land survey data storage. the solution for this case lay a foundation of efficient use the survey data for land management. This paper based on the Characteristics of the land survey data, studied the requirement of Second National Land Survey spatial data for land survey database. The paper proposes that the survey database for Second National Land Survey is put forward more requirements of spatial database technology in mass data organization, the stability of system updating and maintenance and statistic analysis capability.This paper introduces the development of spatial database technology, as well as the current used methods of spatial data storage, make it clearly that existing spatial data storage engine is playing a role in spatial data storage; Analyzed the current characteristics of spatial data engine and compare two mainly spatial data engine which is similar in functions from the composition structure, operation mode, etc. Based on the contrast of the theory, this paper test two spatial data engine in the same concurrency and data quantity under the many different indicators in an actual test, then use the AHP to analyze the results. The final score is used to determine which spatial data engine is more efficient in the construction of database for the Second National Land Survey in Jilin province.This paper draws the following conclusions: in the establishment of provincial-level land survey database program, ArcSDE spatial data engine is obviously more functionality and efficiency than oracle spatial; in anther hand, there is a relative disadvantage in querying data, but it is not very apparent. ArcSDE is a small amount of the expense of efficiency in exchange for more powerful function; it is more suitable for the management of land use day-works. In the second National Land Survey, building the provincial database by ArcSDE spatial data engine combine with the Oracle database for spatial database model can meet the needs of land management.This paper made a clear conclusion for the storage of land survey data in provincial level, which is a focus problem of the Land and Resources survey database construction of Jilin province, also promote the progress of informatization in the management of land and resources.
