The cultural relics, built in the course of the development of history, are of high value for the historical, scientific and art research. There exist some drawbacks in the old management pattern of cultural relics, which restrict the informationization of the cultural relics to a certain extent. For example, it has low efficiency and high cost; the data are lack of a united standard; it is hard to save the data for a long time, and to ensure its safety and continuity.Taking advantage of the theory of software engineering and GIS, the paper analyzes the characteristics of the relic information, and studies the electronic map system in relic protection in details. By using SuperMap Objects and SuperMap IS.NET as the GIS platform and integrating the B/S and C/S model, the system can manage the cultural relic units depending on its spatial location, and provide some functions, such as inquiring, searching, analyzing, and so on, which will not only solve the problems caused by the old management pattern of cultural relics, but also have a support to decision-making, in order to improve the development of the protection of the cultural relics undertaking.The system focuses on the control and operation of the map, the inquiry of the relic information and the statistical charts, in which the key technologies include the map projection, the conversion of coordinates and the gain of the attributes. At present, almost all of the functions in B/S module have been implemented. It has been tested in some relic departments, and has achieved good effectiveness.
