WebGIS integrates Web and GIS technologies. It has many advance features, such as convenience on information sharing, wide link access, large expansion space, efficient balance on calculation loading, and ease of maintain and update. Thus, it's possible to make full advantage of this technology into the aerial defense information construction. This study tries to move the first step in the field of WebGIS application to aerial defence. By using electronic map as the form of demonstrating the information, it will bring the commanders of aerial defense a visual platform for decision-making, commanding and managing.The paper begins with an introduction to the background of WebGIS and the characteristics of some popular WebGIS products, sums up the problems that exist in current WebGIS application. With the strengths of WebGIS, we try to solve the real-time problem in WebGIS, and propose an optimized WebGIS model. By introducing asynchronous transfer mechanism and cache technology, the model optimizes the performance of WebGIS from both the client and server side.Finally, the study realizes an aerial defence electronic map system, it is based on the .NET platform, and MapXtreme2004 is used as a map application server. The system performs well on functions like map browsing, information querying, distance measuring. it also has good stability, concurrent and anti-load capability, and the analyzing results are highly satisfactory.The system has been applied to aerial defence. The design and realization of the system have a connotation at the aspect of development and practice in WebGIS, and it can be an example for other industry using WebGIS technology to improve efficiency and realize visual management.
