In the present, environmental question is one of the most important issues in our world. Global climate change is the hot question in the environment area. The "United Nations Framework Convention on Climate Change" and the "Kyoto Protocol" have been adopted by international community to provide a basic legal framework for international cooperation to deal with climate change last century. In the 21st century, the issue of global climate change becomes even more formidable. The United Nations report on climate change (2007) - "to address climate change: avoid difficult situation, deal with the inevitable reality" shows that climate change is accelerating.In order to mitigate climate change, on the one hand, with the "Kyoto Protocol" in force on the February 16, 2005, the issue of climate change is further warming, and put on the international political agenda. The "clean development mechanism","emission trade" and "joint implement" have been activated. On the other hand, the obligations to reduce emission provided in the first phase of the Kyoto Protocol are about to expire in 2012. In this case, the United Nations is to promote to set a new emission reduction mechanism. one of three special envoys of climate change United Nations Secretary-General Ban Ki-moon appointed, former Prime Minister of Norway and former Director-General of WHO, Gro Harlem Brundtland considers that the new convention should set a more ambitious target about emission reduction. It requires all countries emitting most greenhouse gases to join in, including not only the United States, but also some major developing countries. they all should take specific obligations to reduce emission.As a developing country, China is not assumed the obligation to reduce emission. How should it deal with the issue of climate change? New negotiations on emission reduction mechanism have already begun. How will China deal with the new challenges of these negotiations? Through setting force the process of negotiations to control greenhouse gas emission, opening out rules of these negotiations and considering domestic current situation and achievements we obtain on reducing greenhouse gas emission, this article aims to provide our country reference about the effective implementation of greenhouse gases reduction mechanism and provide some response measures for the new mechanism after 2012.This article consists of three chapters.The first chapter is "outline of Kyoto Protocol." This chapter describes a number of related concepts, expounds the background and development of Kyoto Protocol in force.Chapter II is "analysis of the greenhouse gases reduction mechanism." This chapter introduces the main content of greenhouse gases reduction mechanism and elaborates the three mechanisms provided in Kyoto Protocol. It also analyzes the bases of the existing mechanism to reduce greenhouse gas emission, including principle of common but differentiated responsibility, principle of sustainable development, the precautionary principle, principle of international cooperation and principle of giving priority to developing countries under special circumstances and needs. Principle of common but differentiated responsibility is the focus. At the end of this chapter, an objective evaluation is offered on the greenhouse gases reduction mechanism.Chapter III is "prospect of post-Kyoto era and response measures of China" This chapter focuses on three Conferences after the Protocol entering into force and the main achievements of each General Assembly. And it clarifies our attitude to the greenhouse gases reduction mechanism. At the end of this chapter, domestic and international measures are offered. At last, the author briefly summarizes the main contents of the article and calles that on the one hand, We should actively deal with the challenges of the new negotiations; on the other hand, we should take effective measures to reduce greenhouse gases emission, improve our environment and protect people's health.In the necessary section of this article, I write related summary to generalize the contents of chapters.That said above is the mail idea of my dissertation.
