In order to realize the sustainable development of land resource, our country started the land development and consolidation project invested by government formally in 2001. Nowadays, with the development of GIS technology and the land development and consolidation, it has already been the inevitable trend to introduce GIS to land development and consolidation. Under this kind of background, the paper researched and discussed emphatically the application of GIS in the land development and consolidation, and proposed some feasible methods. Land development and consolidation project planning & design is the key of the land development and consolidation. In order to enhance the efficiency and quality of project planning & design, the paper decided to carry on project planning & design with digital three-dimensional landscape model and DEM analysis under the support of GIS. First, on the basis of constructing DEM, the paper used the land development and consolidation status map in project and the image intercepted from Google Earth software to make DEM texture, and then produced the digital three-dimensional landscape model by texture mapping. With the aid of three-dimensional display of digital three-dimensional landscape model and DEM analysis, the paper carried on project planning & design, which includes farmland flatting project, irrigation and water conservation project, road engineering and protective forest project. The paper took the land development project in Jiahe county of Hunan province (Jintang area) for example to explain, and obtained good effect.
