Minjiang basin is always the more serious flood disaster region in Fujian Province. In this paper, we take the Minjiang basin as the research object, and combine with the modem geography research method on disaster study. We analyze the formation condition of flood disaster in Minjiang basin, and decompose each section of Minjiang basin, and discuss the formation and types of each disaster chains. Then, we summarize the characteristics of storm-runoff-typed disaster chains in Minjiang basin. Firstly, zonality between upper and lower Minjiang is obvious. Secondly, it's homology. Thirdly, coexists of emergency and gentleness. Fourthly, it's alternate and positive feedback. Base on the analysis of flood disaster system composition and study of storm-runoff-typed disaster chains, the author uses landscape ecology theories and union the characteristics of southern hill region to establish the function regional planning. From engineering measures and ecological reestablishment of up-and-mid streams areas, the author propose some government and development suggestions, as follows:On the one hand, engineering measures must be taken. We should strengthen project construction and focus on the management and development of water resources. On the other hand, we must improve forestry management, and strengthen forest ecosystem flood prevention function of Minjiang basin. In this paper, we take GIS as a platform, from ecology flood prevention angle, to study flood disaster system in Minjiang basin. Some measures are proposed on flood prevention and control. It is an attempt on utilization of new technology and new theory to mountainous area basin flood disaster research.
