GIS is a kind of high and new technology which can syncretize the computergraph and the database into a body, and store and process space information. Byunifing organically the geographical position and the correlation attribute, anddrawing support from the spatial analysis function and the visualization expressionway, GIS can provide all kinds of auxiliary policy-making function. So far, GIS hascarried on some successful applications in many domains.Water resources management is a complicated dealing, that the managementcontent included is very extensive. With the development of information technology,the geographical information system (GIS) has offered a brand-new high-tech tool forwater resource management and planning, it can support obtaining, management,operating, analysis, simulation and showing of the data of geographical space relatedto water resource management, in order to solve complicated water resourcemanagement and planning problem.In this paper, the implementation of water resource management based on GIS isintroduced firstly. And MapInfo GIS software and GIS technology are studieddeeply.based on the detailed requirements analysis for the project. Then applicationfunctional requirements for GIS being used in the field of water resourcesmanagement are mined and refined. Last, these functions are implemented anddeveloped preferably by MapX component technology of MapInfo companyThe theory of the article combines reality, and has carried on beneficialexploration and try in making use of geographical technology of information systemto deal with the practical problem of the water resource, there is meaning of using forreference in the development to the regional water resource management GIS.
