As the spatial information technology is applied deeply in relative domain it produces many separate and different structures of resource and environment spatial information that are respectively independent, relatively isolate and unable to share and interoperate. The information forms isolate spatial information island so that it is difficult to meet the requirements of related and comprehensive policy for Internet and resource and environment spatial information. How to make these spatial information islets respective independence as well as intemperate and how to make Internet users rapidly and accurately locate, attain and use cared spatial information, and so on, are the focus of international spatial information study at present and also are the key of achieving spatial information interoperability and share in resource and environment domain of geography.By the analyzing on the history and condition about the share and interoperability of Geographic Information Systems, we point out the problems and causes in current architecture. In order to implement share and interoperability in geography information based- semantic, this paper builds a theoretical framework based-semantic for geographic information and description model of web services. We introduce a semi-automatic alignment process implemented in the Framework for Ontology, as we cann't find a balance of time and effect in building and mapping between ontologies. Tradditional query on spacial data cann't meet integrated query acrossd feature data sets and also cann't realize the purpose of knoeledge and semantic level. So we use the query of spacial knowledge based on Ontology. It can provides the decision-making and sciential query results which can automaticly complete the whole process of querying .The results from analysis and reasoning through relational or spacial database can be provided for users to make a decision. We propose a two steps querying integrated with the advantages of keyword-based and semantic-based service matchmaking in order to solve the problem of insufficient matching strategy. In the frist step, a keyword-based matchmaking is proposed to find the corresponding Service Community in accordance with the request category keyword,which reduces the amount of candidate Web Services. In the second step, we propose the idea of Web Service weak matchmaking based on the proposed enhanced Web Service semantic description model and the theory of Service Community,we resort to the effective subsumption inference capability between two concenpts of Description Logic and construct a subsumption tree for Services in the frisrt step result community,and then put forward a Web Service weak matchmaking algorithm which improves Service matchmaking precision and recall thus has been proved a better solution to Web Service discovery and matchmaking.Finally, we design and implement an application for demonstrating and confirming the research results of paper.
