China is a country on the world that has a notable monsoon climate character. Meteorological disasters lead to significant national economy losses and personal casualty accident. So it is badly needed to reinforce common meteorological services to take precautions against natural calamities disaster alleviation. So to develop Meteorological decision service system (Mateo-DSS called for short) has an important practical and immediate significance.The meteorological data is famous with its great capacity. How to use the data in historical database, how to excavate deep level information for assisting decision-making, how to convert traditional version documents to enrich visualization performances, and how to improve efficiency in database indexing, those are the most important problems that we must face to.Geographical Information System (GIS) is a kind of modern sciences and technologies. It has strong data handling ability, spatial analysis function and plentiful visualization performances. Those advantages make it deeply developed in every field, the problems in meteorological field that we must face to can be solved soon. So it has a fine application prospect for GIS used in meteorological field.This paper is based on the project named "meteorological decision service system based on GIS". This project is subsidized by NMC (National meteorological center), two important modules are selected as major study fields: meteorological element visualization; typhoon path visualization and precaution analysis. Go deep into investigation and discussion in pertinent technologies and processes. The major works are:1. Analyze the advantages and shortcuts of the meteorological decision service system, and then give out the overall design of this system and propose concept of core meteorological GIS components.2. Propose new methods on meteorological information retrieval and statistics, and how to show the results as visualization style. Put forward the technology of meteorological information visualization.3. Propose applying table-link technology and contour expand method to solve the problem that basic meteorological data has no spatial reference. Propose applying IDW algorithm to meteorological element interpolation. And based on those technologies, the system can output distribute map.4. Implement meteorological data conversion, typhoon path visualization and precaution analysis. Build two typhoon disaster estimation models and adopt active plug-in technology to implement disaster estimation.
