With the rapid development of economic globalization, the manufacturing enterprises and their supply chain management (SCM) face many new opportunities and challenges. Manufacturers, suppliers and distributors are formed to a network of supply chain (SC) in order to acquire more competitive advantages. Competition among enterprises is not between individuals, but between supply chains. Now, many international enterprises'retrieving the advanced resources lead to the extension of plant, distributor and stock house from domestic area to abroad. Comparing with the domestic SCM, global SCM introduces many global factors such as traffic tax, transfer price and variation of exchange rate. How to integrate these factors into the SC, how to build the global SCM model and how to create a system to measure performance of SCM are necessary and challenging researches.This paper researches on the design and the performance measurement of global SCM systematically. Firstly, it introduces the basic theory and conception of SC, SCM, and global SCM. Secondly, it constructs the structure of global SCM by the method of IDEF. Then based on the analysis of global factors, model of global SCM is built. This model uses the net currency flow as the objective function with many constraint equations. Essentially, this question is defined as a multi-objectives plan, whose solution will cover the strategic allocation of resource and some decision variables. Thirdly, genetic algorithm (GA) is used to solve this model. The selection of algorithm, solving process and solution are studied respectively. Fourthly, according to the high integrity of global SCM, performance measurement system is constructed. Corresponding indexes are formalized and data collection methods are gived. In multi-indexes and multi-objects measuring, Grey-relevant method is chosen to get the weight of the index and the integrative performance synchronously. It made the measuring work much easier. Lastly, part content of global SCM in Q Corporation major in manufacturing of portable computer is studied carefully. Global SCM with the core enterprise is introduced and network structure is given as empirical research.
