The Analytic hierarchy process (AHP) was introduced in middle 1970s by American professor T.L.Saaty, who made researches on Operations Analysis in Pittsburgh university. It is a scientific method of decision making, which combines the qualitative judgment and quantitative analysis. With the development of society, due to the simplicity and practicability in solving problems, AHP has been widely applied in city programming, economic engineering and evaluating results of scientific researches, etc. Similarly, AHP has yielded many valuable results in theory. The scale used in AHP is a quantitative index, which changes the qualitative judgment into quantitative analysis. How to measure the importance on the pair-wise comparison of alternatives reasonably is the key to scale. If this measure has been done, quantitative analysis in mathematic will come into effect, as well, the decision procedure will become easy.
