Energy, population, ecological environment and water resource have become the important issue that countries all over the world have generally concerned. In the Tenth Five-Year Plan of national economic and social development suggested that the sustainable utilization of water resource as one of our country strategic issue of socio-economic development. It put emphasis on solving the flood, water resource insufficient and water pollution problem. But the numerical simulating, evaluating and decision-making methods of groundwater resource in our country cannot adapt to the demand of groundwater resources perambulating and evaluating, scientific decision-making, reasonable developing and geological environmental protecting in our country. Therefore setting up a powerful, advanced, practical and convenient real-time groundwater resource simulating and evaluating system in our country is very urgent.Implementing groundwater numeric simulation in three dimensional, water resource evaluation and scientific computing visualize on internet not merely meet the demand of the numerical simulation of water resource, resource evaluation and decision-making support for professional persons, and promoting the public to concern of the current situation and development trend of the groundwater. This is the researching purpose of this paper.An elementary WebGIS system for the three-dimensional real-time groundwater resource simulation according to the network application service was developed based on J2EE platform framework and utilizes Java3D and other relevant technology. The three-dimensional aquifer models based on TIN and Grid were set up separately. Plentyof vector figure functions (Including real-time scaling, translate, open window scaling of two-dimensional figure, and real-time scaling , rotate, translate and anatomize of three-dimensional figure) were implemented, and abundant functions on data management (including special data and attribute data to add , edit , modify and delete in real time ) were observed. The conversion of many kinds of vector figure formats (include MapGIS open coding format, AutoCAD DXF file format and Sufer8 Grd and BLN format) was also coded. Aiming at the specialty of three-dimensional figure datum is massive, we have optimized the design of the scene graph and been proved effective.Then we analyze the mathematics model and numeric solution of groundwater flows in this paper. Taking Taiyuan basin as an example, we analyze and arrangement the hydrology geological condition, distribution of aquifer, border terms and dynamic characteristic. Then we construct corresponding groundwater resources conceptual model and mathematics model. Transferring the groundwater numerical simulation module which integrated in WebGIS platform, we identified and revised the mathematics model of the groundwater resources in Taiyuan basin and verified the validity of the mathematics model and exactness of the numerical simulation method. Afterwards, we predicted and evaluated the groundwater resources in Taiyuan basin through this mathematics model. We also realized the visualization of calculation result and distribution on the network in real time.
