Research On Evaluation System Of Groundwater Resource Management

Groundwater resource is an important natural resource. With accelerated development of economic society, water resource demand becomes large and groundwater exploitation is increasing. Massive and irrational exploitation of groundwater caused a series of ecological environment and geological problems, which poses a threat to the economic and social development. Although many measures including law, administration, technology and economic were adopted to strengthen groundwater resource management, it can't acquaint with the level of groundwater resource management objectively and truly due to the lack of quantitative evaluation system, which leads to the blindness and irregular problems exicting in groundwater resource management and ineffective of groundwater resource management. Therefore, the establishment of an assessment system quantitatively checking water resource management is significant to enhancing the construction and management level of groundwater resource management.Based on the current situation of groundwater management and learned the research achievements and managerial experiences from home and abroad, a set of groundwater resources management evaluation index system is established in the paper, which according to the demands of resource-conserving and environmentally friendly society construction and the guiding ideology benefiting to promote management level and increase management efficiency. The mian contents include four aspects as follows:â‘ Estabilish the "responsibility-Ability-Effect" index system applied to evaluate groundwater resource management in China from various classification, and classify and illustrate the indicators;â‘¡Based on the evaluation index system, formulat the evaluation criterion for various subregion divided by the amount of water available per person;â‘¢Apply the single index quantification multi-index integration method to evaluate water resource management, and divide the groundwater resource management level;â‘£Apply the evaluation system in Hebei provice and Jiangsu provice, and the results show that the evaluation system can be used in practice perfectly. This paper uses the practical application as starting point, explores the key scientific problems of groundwater resource management evaluation research, enriches the evaluation system and study methods, and laids the theoretical foundation for checking groundwater resource management level, and provides examples of successful application. The research results can provide a theoretical foundation for instructing the construnction of groundwater resource management and enhancing the supervision management, so it is of very important practical value.
