Three dimensional city model mainly includes spatial objects of a urban area above terrain surface and under it in a certain range. Most of them are artificial objects, such as building, street, road, bridge, pipeline and so on. As the need of GIS to manage data of large range, so the data may be very huge. It is impossible to call all the data to memory and render it. To meet the need of real time for three dimensional visualization and interaction, we must bring forward some efficient tactics of data schedule and management of scene. The schedule tactic is a way to get spatial data, which need sustain of favorable spatial index. Management of scene is the content of 3D visualization engine, such as spatial sorting, view frustum clip. In a system of Cyber City GIS, to meet the need of interactive and dynamic visualization, each is close relative to the other.Dynamic data loading based on data page can preferably solve the visualization of huge data of DEM and DOM. The same tactic of data schedule of three dimensional city model can satisfy the need in common circumstance. But, if we use the same tactic to handle the indoor scene of buildings which maybe lengthways very huge, it is laborsome. So, for indoor scene, we must adopt some other tactics of data schedule and management of scene, which is different from outdoor scene.In this paper, I discuss some tactics of data schedule and management of scene. After it, I bring forward a feasible way of data schedule and management of indoor scene. The First chapter introduces the concept of CyberCity GIS and its data content. The Second chapter discusses some common way of data schedule and management of three dimensional scene. The Third chapter introduces a way of data schedule and scene management of indoor data based on Portal. At last some experiment results are provided.
