The Geographical Information System (GIS) is facing increasingly application requirement, with the mention of the new terms like CyberSpace and CyberCity. The technologies of GIS also go through reforms from 2D planet to 3D stereoscopic system. These reforms make the 3D visualization, audio etc. as core foundation of the system, and extend the way of information expression. The 3D system help people recognize our objective world more accurately and give GIS a lot of new applications. At the same time, the Internet becomes more and more popular. The improved network transmission and the enlarged network bandwidth influence people's daily life and thinking pattern. Under the circumstance mentioned above, this study of integration of 2D map and 3D virtual scene in the network environment which is one of the most important tool of information transmission integrate the macroscopic and succinct 2D electronic map with the microscopic and perceivable 3D virtual scene. The study of integration of 2D map, 3D virtual scene and network could to extend the method of visualization, enrich the transmission pattern of spacial information and perfect the theory of GIS. It has great significance for the GIS industry development.The main topics of this study are design specific methods and propositions to settle a good deal of issues in the process of integration by using a lot of popular computer technologies. These would establish foundations for further research.In this study, the research environments and statuses all over the world are pointed out. According to respective characteristics of 2D map and 3D virtual scene, an effective way for integrating is given. This paper focuses on many kinds of schemes for alleviating network bottleneck and simplifying data complexity, such as: multilevel storage for spacial data, network data streaming compress, the way of textures modeling and the concept of prototype database of model etc. In the latter of this paper an integration framework is given based on difference methods of spacial data modeling used frequently in recently, and the communication methods within each functional units. In the experiment part of this paper, the experiment configuration states, whole system design and data organization are given firstly. At the end of this study, a simple integration system is implemented by using Java Applet, Java Servlet, JavaScript, Flash, HTML, VRML, Microsoft IIS, Apache Tomcat and database technology.
